Hon. Nsiegbe Blessing Ibiba was born on January 16, 1968. She is
an indigene of Rivers State. She is a member of the Federal House of Representatives, representing the Port Harcourt 2 Federal constituency of Rivers State under the platform of the Peoples Democratic Party (PDP).

She attended St. Andrew's State School Idiobv   where she obtained her Primary School leaving Certificate in 1980. She proceeded to G.S.S Opobo Town where she got her West African School Certificate (WASC) in 1985; she thereafter attended the School Of Basic Studies Port Harcourt in 1986 and later obtained a National Certificate of Education(NCE) from Rivers College Of Education Port Harcourt in 1991. In 2009, she went further to obtain a Bachelor’s degree from University of Science & Technology, Rivers State.       

Prior to becoming a member of the House of Representative, she was an Administrative Officer with the Rivers State Civil Service.

In the 2011 elections, she contested for and was elected into the Federal House of Representative.

In the 2015 elections, she again re-contested for a seat in the Federal House of Representatives to represent Port Harcourt 2 federal Constituency and won.
